On March 5, the preparatory group of the Industrial Internet Branch of the China Information Association, together with the Data and Technology Support Center of the Central Cyberspace Administration of China, the National Industrial Information Security Development Research Center and the Internet Industry Research Institute of Tsinghua University, jointly formed an industrial data element research group, and went to Guolian Corporation and Newlink Group to conduct research and study, and gain an in-depth understanding of the development status, achievements, difficulties and policy demands of the industrial Internet platform data elementalization. With the successive introduction and implementation of relevant policies such as "20 Data Articles" and "Data Element X", the state has continuously increased the policy layout of data elements, and the support has been continuously strengthened, and the potential and value of data as a new factor of production are increasingly being widely valued and applied by all sectors of society.

As an important infrastructure to serve the transformation and upgrading of the whole industrial chain, the industrial Internet platform promotes the convergence and flow of a large number of highly powerful hot data such as procurement, sales, storage and transportation, production, and transaction of upstream and downstream enterprises in the industrial chain by providing upstream and downstream enterprises with all-round professional services such as transaction digitalization, supply chain digitalization, production and operation digitalization, and industry digitalization under the driving of orders. The industrial Internet platform is not only a circulating digital business operator, but also provides enterprises with a number of high-value data products such as price indexes, data reports, data analysis tools, and data models and so on, and gradually expands to application-oriented digital merchants, and it has become an important participant and promoter of the data element market.

In order to have a comprehensive understanding of the development status, achievements, problems and bottlenecks and suggestions of the data elementalization of the industrial Internet platform, the preparatory group of the Industrial Internet Branch of the China Information Association, together with the Data and Technology Support Center of the Central Cyberspace Administration of China, the National Industrial Information Security Development Research Center and the Internet Industry Research Institute of Tsinghua University, formed a special research group to go to Guolian Corporation and Newlink Group to carry out research and exchanges on March 5.

In the afternoon, the research team continued to visit the exhibition hall of Newlink Group, and had a discussion and exchange with Su Wei, partner and senior VP of Newlink, Diao Shihan, chief technology officer of Nenglian, and Liu Jia, president of Zhidian Technology Research Institute.

At the symposium, the research team and the two companies fully exchanged and discussed the overall situation of the platform's data resources, the current data governance situation, typical data products and application scenarios, the focus of the next step, as well as the problems and policy pursuits encountered in the process of promoting data elementalization, productization and assetization.

As an important holder of industrial data resources, data processing users, and data product operators, the industrial Internet platform has made some positive progress in data resource management and data product development, but it is still in the preliminary exploration stage in the field of data assetization such as data rights confirmation, data registration, data pricing, data trading, and data recording, and there are still many problems to be solved. There is urgent need for extensive participation and strong support from the government, industry associations, scientific research institutes, colleges and universities, as well as data exchanges, law firms, accounting firms and other relevant parties.

In view of this, the research team plans to go to Shanghai, Hangzhou, Xiamen, Guangzhou, Shenzhen and other places in the near future to continue on-site research and exchange discussions, and carry out extensive online research and typical cases collection, so as to fully understand the practice and effectiveness, problems and challenges, demands and suggestions of industrial Internet platforms in related industries and fields of data element X. After the investigation, the research team will organize and form a detailed analysis report and special report of the industry, and submit it to the relevant competent departments for decision-making reference.

In the next step, the preparatory group of the Industrial Internet Branch of the China Information Association will also jointly initiate the establishment of the Industrial Data Element Working Group with scientific research institutes, colleges and universities, data exchanges, accounting firms, law firms, technology-based digital merchants and other forces. The working group will take the industrial Internet platform as the main object, and carry out a series of in-depth research on the whole chain of industrial data element confirmation, registration, evaluation and appraisal, pricing, circulation, trading, and table entry recording, so as to jointly promote the resource, productization and assetization of industrial data, promote the efficient circulation and application of industrial data elements, and better empower the high-quality development of the real economy!
