Hainan draws traffic blueprint for the next ten years
On March 12, Hainan Province released the "Outline of the Comprehensive Three-Dimensional Transportation Network Plan of Hainan Province" (hereinafter referred to as the "Outline"). By 2035, a modern, high-quality comprehensive three-dimensional transportation network that is convenient, efficient, humanistic, green, intensive, intelligent, advanced, safe, and reliable will be basically completed. An internationally oriented, fully open international shipping hub will be basically completed, along with an international aviation hub that connects nationwide, faces the "Two Oceans," and links the world, as well as a sea-land gateway hub that safely, efficiently, and conveniently connects Hainan with mainland provinces. The quality, intelligence, and greenness of transportation infrastructure will be significantly improved, and the people's sense of gain, happiness, and security will continue to increase.
The "Outline" clarifies that Hainan should focus on high-quality development as the theme, with deepening supply-side structural reform as the main line, reform and innovation as the fundamental driving force, and meeting the people's growing needs for a better life as the fundamental purpose. It will focus on transportation interconnectivity and integrated development, highlight Hainan's characteristics, accelerate the construction of a convenient, efficient, humanistic, green, intensive, intelligent, advanced, safe, and reliable modern high-quality comprehensive three-dimensional transportation network, and create a transportation service system that supports the construction of the Hainan Free Trade Port and a transportation guarantee system of "one game for the whole province, island-wide urbanization." This will better serve the construction of "two bases," "two hubs," "two networks," and the new national development pattern.
According to the "Outline," Hainan will build an internationally oriented, fully open international shipping hub, relying on the Yangpu International Hub Seaport, to enhance Hainan's important node status in linking the new western land-sea corridor, facing RCEP countries, and connecting the "Belt and Road." It will construct a regional container hub port, a distinctive "industrial port" of the Hainan Free Trade Port, and an innovative platform for shipping services, creating an internationally oriented, fully open international shipping hub.
Hainan will also strengthen the guarantee of port and shipping infrastructure resources. It will accelerate the improvement of port container handling capacity and build high-standard smart, green, and safe ports. It will promote the construction of channel anchorage projects and smooth the connection between Yangpu Port and the mainline transportation system. It will build a western port cluster centered on Yangpu Port to ensure the resource space needed for the development of the international hub seaport. It will enhance the radiation capacity of the international shipping hub, strengthen cooperation with domestic and foreign port and shipping enterprises, attract enterprises to increase capacity investment and open new routes and flights, strengthen international transshipment logistics organization, expand coverage to "Belt and Road" and RCEP countries, promote cooperation with ports along the Middle East, South America, Africa, and other "Belt and Road" routes, consolidate the international container transportation hub status of domestic coastal, Northeast Asia to Southeast Asia routes, and increase efforts to expand routes to Europe, America, Australia, New Zealand, and the Middle East. It will strive to gradually expand the pilot scope of managing mainland transshipment outbound container cargo through Yangpu under the "international transshipment" model.
Hainan will create a distinctive "industrial port" and service platform of the Hainan Free Trade Port. It will enhance the level of factor aggregation, promote the high-quality development of port-related industries, and support port and shipping enterprises in conducting related businesses using the "double 15%" tax incentive policy. It will accelerate the construction of a modern logistics supply chain service system, utilize the advantages of the domestic and international dual circulation intersection and shipping network layout, orderly develop transshipment trade, and create a high-level logistics hub economic zone. It will guide major industries and high-end value-added services to be laid out in Yangpu, accelerate the construction of a modern port-related industrial system supported by the real economy, vigorously develop the "China Yangpu Port" ship registration port, actively expand services such as ship fuel supply and cruise ship supply, establish a comprehensive seafarer service system, and create a shipping new energy production, refueling, and storage center and a shipping logistics intelligent equipment industrial base, planning to build a globally high-quality distinctive shipping service center.
