Qingdao will build a national leading green port benchmark within three years.
Recently, the Information Office of the Qingdao Municipal Government in Shandong Province held a regular policy briefing to introduce the "Three-Year Action Plan for Green Transition of Qingdao Port (2026-2028)" (referred to as the "Action Plan"). Centered around four major systems of green energy supply, green port areas, green corridors, and intelligent empowerment, the "Action Plan" outlines 17 key tasks. By 2028, the goal is to basically establish a nationally leading green port model characterized by "electricity as the core and cleanliness as the mainstay." By 2030, a new energy supply and usage system supported by green electricity, featuring hydrogen energy and green fuel refueling as new industries, will be constructed.
The "Action Plan" proposes exploring a new model of direct green electricity connection at the port, studying the development of wind and photovoltaic projects in the periphery of the Qianwan and Dongjiakou port areas, and advancing the construction of the 20.1 MW wind power project at the north shore of Qianwan Port Area. By 2027, the annual electricity generation capacity will exceed 30 million kWh, with newly installed distributed photovoltaic capacity of no less than 15 MW and green electricity generation capacity of 15 million kWh. It also aims to accelerate the replacement of old fuel-powered machinery with new energy equipment, phasing out 40 outdated fuel-powered machines and updating 50 electric machines by 2028. The proportion of clean energy in large solid and flow machines will reach 70%, and around 150 electric vehicles will be promoted.
Qingdao will optimize the structure of cargo collection and distribution. Six new sea-rail intermodal train routes will be added, maintaining a clean transportation ratio of 90% by 2028. No fewer than six new charging and swapping stations will be built, with at least four new shore power facilities added. Annual shore power electricity usage will exceed 20 million kWh. Green methanol bunkering will be carried out on a regular basis, with layouts for LNG ship-to-ship bunkering and liquid ammonia bunkering. By 2028, the annual refueling of green fuel is expected to reach 80,000 tons, with an annual LNG refueling capacity of 200,000 cubic meters.
Through the integration of multiple energy supplies, Qingdao will promote the transformation of the port from an "energy consumer" to an "energy provider." Building on the establishment of the nation's first hydrogen refueling station at a port, efforts will expand into new scenarios such as hydrogen-powered mobile machinery and solid-state hydrogen storage technology, creating a benchmark for a "Hydrogen Port of China." The construction of an energy and carbon intelligent management platform as well as a smart energy integrated service platform will make the green transition "visible, calculable, and manageable."
