The first group standard in the field of intelligent sensing and early warning for domestic port tugboats has been released.
Recently, the group standard "Technical Requirements for Intelligent Perception and Early Warning Systems for Harbor Tugboats" (T/CIN 133—2026), spearheaded by Shandong Port Yantai Port, was officially approved and released by the China Institute of Navigation. It will take effect on December 30 this year. As the first dedicated group standard in the field of intelligent perception and early warning systems for harbor tugboats in China, this standard provides a replicable and referable "Yantai Port Solution" for the design, construction, and large-scale application of intelligent perception and early warning systems for tugboats nationwide.

Harbor tugboats perform core functions such as assisting with docking and departure, escorting, monitoring, and emergency response within port areas. These operational scenarios are complex and changeable, often facing practical challenges such as poor visibility, strong light interference, densely packed obstacles, and high personnel risk during operations. Previously, there was a lack of unified technical standards in the domestic field of intelligent perception and early warning systems for tugboats. Equipment selection, functional configuration, performance indicators, and ship-shore data interaction all lacked clear guidelines, directly limiting the promotion and application of intelligent perception and early warning systems as well as the enhancement of overall industry safety standards.
This newly released group standard was primarily drafted by Yantai Port Tugboat Co., Ltd., in collaboration with organizations such as the Water Transport Science Research Institute of the Ministry of Transport and the Yantai Office of the China Classification Society. The drafting process deeply rooted itself in real-world operational scenarios of harbor tugboats, systematically refining smart transformation experiences from frontline operations, and fully integrating input from industry experts to ensure the standard delivers both technical advancement and practical applicability.
The standard establishes a comprehensive technical framework comprising three major modules: "information perception, data processing, and early warning services." It specifies general system requirements, equipment performance, data fusion, early warning outputs, cybersecurity, interface specifications, and other comprehensive technical details, forming an integrated technical specification encompassing equipment, functionality, data, and safety. The release and implementation of this standard will provide a unified technical benchmark for the development and construction of the nationwide intelligent perception and early warning systems for harbor tugboats, guiding the industry to standardize the construction of intelligent perception equipment, significantly enhancing the proactive risk prediction capabilities of tugboats concerning collision risks and man-overboard incidents, effectively reducing safety risks in tugboat operations within ports, and driving the upgrading of harbor tugboat services toward digital and intelligent transformation.
