The "One Container System" for hazardous cargo transportation along the Yangtze River mainline has been fully implemented.

On July 27, the "Jinshun 88" vessel, fully loaded with containerized hazardous goods, docked at Shanghai Waigaoqiao Terminal to complete unloading operations. Just a day earlier, the vessel had departed from Yueyang Port in Hunan and sailed to Shanghai Port. During the journey, it had already completed the declaration procedures for transporting hazardous goods into the port in advance through the "One-Box System" model, allowing it to dock and operate directly upon arrival at Shanghai Port without waiting for approval.

The "Jinshun 88" vessel is the first feeder ship on the Yueyang-Shanghai route to benefit from the facilitation measures after the expansion of ports applicable to the "One-Box System" model. On July 24, the Shanghai Maritime Safety Administration, Yangtze River Maritime Safety Administration, Jiangsu Maritime Safety Administration, and Lianyungang Maritime Safety Administration jointly announced that Lianyungang Port and upstream and midstream ports along the Yangtze River, including Chongqing, Yichang, Jingzhou, Yueyang, and Jiujiang, were officially included in the scope of the "One-Box System." This marked a significant breakthrough in the facilitation reform of hazardous goods waterway transportation along the Yangtze River trunk line.

It is understood that Shanghai Port handles nearly 30 million TEUs of water-to-water transshipment annually, including an average of nearly 200,000 TEUs of hazardous goods transported via the Yangtze River, involving over 2,500 feeder ship trips. To address the pain points of frequent declarations and long approval cycles, the Shanghai Maritime Safety Administration spearheaded the introduction of the "One-Box System" transportation model for water-to-water transshipment of vessel-carried hazardous goods. Through cross-regional collaboration and data sharing, a coordinated supervision mechanism of "approval at the departure port and confirmation at the transshipment port" was established, optimizing the traditional "serial" declaration process into a "parallel" process, achieving "one box throughout, direct delivery to the destination."

This reform began in July 2024, with a pilot implementation on the "Changzhou-Waigaoqiao" route. By September of the same year, it achieved full-scale regular operation in the Shanghai-Jiangsu waters. In 2025, the applicable goods expanded from the "new three types" to other packaged hazardous goods, extending the service reach to Wuhan Port and Wuhu Port. Now, Lianyungang Port and major ports along the Yangtze River have all been included in the applicable scope.

The reform's impact is most directly felt by enterprises. "After the 'One-Box System' was implemented in the Jiangsu section of the Yangtze River, our company's experience with hazardous goods transshipment operations has significantly improved. Approval times can be shortened to as little as half an hour, and on average, we can receive the declaration receipt within two hours. The declaration cycle has been compressed from 'days' to 'hours,' greatly improving efficiency," said Li Xiang, Assistant Manager of the Feeder Agency Department at Shanghai Yangtze River Multimodal Transport Co., Ltd. "We have operations at multiple ports in the midstream and upstream of the Yangtze River and have long hoped for this model to be applicable along the entire Yangtze River trunk line. Now, it has finally been realized."

Data shows that over the past two years, the "One-Box System" has achieved remarkable results, reducing the declaration time for hazardous goods waterway transportation by at least 48 hours and saving comprehensive costs of 2,000 to 3,000 yuan per container. Since 2024, more than 21,000 shipments, involving over 84,000 TEUs of goods, have been transported overseas through the "One-Box System," saving enterprises a cumulative total of over 10 million yuan in comprehensive transportation costs.
