The "Party Building Engine" Leads the Way in Building a Hundred-Million-Ton Port.
From a once barren wetland to today's bustling logistics hub with countless ships competing, the magnificent transformation of Liangshan Port is a new blueprint for high-quality port and shipping development driven by party leadership.
In recent years, the Liangshan Port Party Committee has integrated the "engine" of party building into the entire chain of port construction and operations, driving the "green giant ship" to sail far and wide, writing a new canal legend of "creating something out of nothing and connecting rivers to the sea." By 2025, Liangshan Port's cargo throughput exceeded 41 million tons, with revenue approaching the 10 billion yuan mark. In 2026, the Liangshan Port Party Committee was awarded the title of "National Advanced Grassroots Party Organization."
Strengthening the Fortress: Turning "Impossible" into "Possible"
In 2015, when the decision was made to build a port on the wetland of Liangshan, the port faced a series of "bottleneck" challenges: fleeting opportunities to connect with the railway, the Denglou control gate becoming a "roadblock" for navigation, and the need to excavate new canal waterways...
"Turn 'impossible' into 'possible.' If there's no railway, we'll build it ourselves; if there's no waterway, we'll dig it ourselves." Reflecting on the early days of construction, Zhang Guangyu, Party Secretary and Chairman of Shandong Ronghui Group, said.
To seize the "window period" for connecting to the Wari Railway, the Liangshan Port Party Committee quickly formed a party member task force to tackle approval procedures. Work that originally required six months was completed in just over two months. To remove the Denglou control gate that restricted navigation, specialized personnel traveled to Beijing more than ten times for coordination, using sincerity and professionalism to ultimately secure approval.

"Management personnel took turns monitoring the site 24 hours a day, and party members led the way without anyone backing down," said Huang Yue, Deputy Secretary of the Liangshan Port Party Committee. It was this spirit of "party members taking the lead, and the masses following suit" that enabled Liangshan Port to achieve the "Liangshan Port speed" of completing three years' worth of canal construction in just eight months, successfully establishing a "golden coordinate" on the canal.
Let the Party Flag Fly at the Forefront of Quality and Efficiency Improvement
The port has been built, but how can it operate efficiently, reduce costs, and serve customers? The Liangshan Port Party Committee's answer is to make party building the "red engine" for quality and efficiency improvement.
Walking into Liangshan Port, in Asia's largest single-span steel coal storage shed, bucket-wheel reclaimers spin without coal dust flying. The "15-line collection and distribution" operating system, innovated by party members, ensures the efficient operation of the port's green and intelligent systems.

Chen Yuguo, Secretary of the Trade and Economic Party Branch, has been stationed at the cargo yard for years, leading party members and employees to repeatedly optimize coal storage layouts, ultimately increasing cargo turnover rates by more than 30%. "When faced with challenges, party members think a little more, do a little extra, and solve problems others can't," said Chen Yuguo.
The combat effectiveness of party organizations ultimately manifests in creating value for enterprises. The Liangshan Port Party Committee has innovatively launched the "Knocking Action" and "Chain Linking Action," opening 26 container shipping routes to Wuhan, Taicang, and other locations, connecting more than 50 major ports along rivers and coasts. Party members and cadres take the lead in market outreach, innovating logistics models such as "rail-water direct connection," "single document system," and "pendulum mode," saving customers billions of yuan annually and providing strong support for national energy security.
Forging a "Steel Team" for River-Sea Connectivity
The Liangshan Port Party Committee understands that building a billion-ton port requires forging a "politically strong and highly skilled" steel team.
"Let outstanding talents grow on the frontlines and develop through practical experience." This is the talent philosophy of the Liangshan Port Party Committee. The port regularly conducts skill competitions and "mentorship programs," cultivating business backbones into party members and party members into business backbones.

Through the "mentorship program," young technician Zhou Fangwen has independently taken charge of the port's intelligent equipment maintenance, making innovation a "new label" for young people.
