The scale of cross-border e-commerce in Shanghai has jumped from 10 billion to 100 billion.
Shanghai, March 1 (China News Service) (Reporter Jiang Yu) He Dongbin, Deputy Director of the Shanghai Municipal Commission of Commerce, stated on March 1 that in recent years, the scale of cross-border e-commerce in Shanghai has leaped from the billion-level to the trillion-level. Over the past year, Shanghai's cross-border e-commerce has continued to maintain high-quality development, with a growth rate approaching double digits.
The 34th East China Import and Export Commodity Fair Cross-border E-commerce High-level Forum was held in Shanghai on the same day. He Dongbin stated at the forum that by 2025, Shanghai's foreign trade import and export scale will historically break through 4.5 trillion yuan, with import and export value, export value, and import value all reaching historical highs, with growth rates 1.8 percentage points, 4.7 percentage points, and 1.3 percentage points higher than the national average, respectively, demonstrating strong resilience and vitality. In this report card, cross-border e-commerce has played an important role as a new engine for foreign trade growth, injecting strong momentum into the construction of Shanghai's international trade center.
He Dongbin introduced that from the grand blueprint of top-level design to the detailed implementation, Shanghai has continuously increased efforts in areas such as the cultivation of cross-border e-commerce entities, innovative models, and regulatory services. Particularly addressing the transportation challenges of aviation-sensitive goods concentrated by enterprises, Shanghai has taken the lead in launching a facilitation transportation pilot and established an efficient and standardized collection and transportation process.
In terms of improving trade facilitation, Shanghai has adopted a model of list release and summary declaration in customs clearance, taking the lead in realizing the normalization of various new modes of maritime cross-border e-commerce exports, opening up a fast channel for district-port linkage, and cross-border e-commerce maritime transport has flourished.
In terms of taxation, Shanghai vigorously promotes the departure tax refund pilot, effectively reducing the burden and increasing efficiency for enterprises. In terms of foreign exchange settlement, Shanghai encourages financial institutions to provide flexible and low-cost settlement services based on electronic transaction information, focusing on overcoming the pain points of cross-border capital flow.
"It is worth noting that Shanghai is actively embracing the transformation of digital technology, driving new development momentum through innovation. We use cutting-edge technologies such as big data and blockchain to provide traceability and verification services for enterprises in export tax refunds, foreign exchange settlement, and returns and exchanges. This is not only a positive response to enterprise demands but also an important guarantee to enhance government regulatory efficiency through digital and intelligent means, ensuring the authenticity and security of trade." He Dongbin said.
He Dongbin stated that opportunities and challenges coexist in the cross-border e-commerce industry. Facing the complex international economic environment and rapidly changing scientific and technological transformations, Shanghai will seize the development opportunities of cross-border e-commerce, continuously strengthen policy environment construction, enhance technological empowerment, improve the ecosystem, and continue to promote higher quality development of cross-border e-commerce.
