Tianjin XinGang Maritime Bureau conducts comprehensive drills for oil supply vessels ahead of Mid-Autumn and National Day holidays, tightening the "safety valve" for maritime operations.

In order to thoroughly implement the maritime safety supervision and service guarantee work requirements for the Mid-Autumn Festival and National Day holidays, and to effectively enhance the safety awareness and emergency response capabilities of oil supply vessels in the jurisdiction, on September 24, Tianjin Xingang Maritime Bureau went to Tianjin Zhongran Terminal to organize a comprehensive safety drill for oil supply vessels and pre-holiday safety supervision. This drill covered three major areas: firefighting, lifesaving, and collision prevention between commercial and fishing vessels, with the aim of “building prevention through drills and preparing for battle through practice,” fully safeguarding the stability of maritime traffic safety in the jurisdiction during the Mid-Autumn Festival and National Day.

This drill broke the limitations of single-subject scenarios, focusing on the operating characteristics of oil supply vessels and navigation environment risks, and included three targeted drill contents. The firefighting drill simulated a forepeak fire scenario, where crew members responded swiftly with measures like firefighting, isolation, and fire detection, testing the ship's overall firefighting emergency response speed from fire detection and alarm to initial fire containment. The lifesaving drill simulated a severe danger that required emergency evacuation, with all personnel donning life jackets and assembling at designated positions to board and release lifeboats and rafts, primarily testing the crew's familiarity with lifesaving equipment and processes. Considering the frequent fishing activities around the Mid-Autumn Festival and National Day, the drill simulated an emergency involving commercial ships and fishing vessels, practicing collision avoidance maneuvers, VHF communication coordination, and rescue of crew members and fishermen, enhancing the crew's ability to handle issues arising during interactions between commercial and fishing vessels.

After the drill, the captain and maritime law enforcement personnel conducted an on-site review with all participants, affirming the highlights of the exercises while directly pointing out detailed issues exposed during the drills, such as prolonged time spent donning gear by crew members and some non-standard safety operations. In response to these issues, enforcement personnel provided specific rectification suggestions and requested shipowners to conduct self-inspections and corrections, especially focusing on equipment maintenance, on-duty operations, and regular emergency drills in accordance with the shipping characteristics of the Mid-Autumn Festival and National Day holidays, ensuring the detailed implementation of safety responsibilities.

This comprehensive drill is not only a "mandatory action" for pre-holiday safety management but also an "innovative practice" for deepening maritime safety governance. Next, Tianjin Xingang Maritime Bureau will continue to strengthen the dual drive of "supervision + service": first, by increasing the frequency and intensity of pre-holiday inspections, concentrating on key operations of oil supply vessels with "blanket-style" inspections; second, by promoting the establishment of a "drill-rectification-improvement" closed-loop mechanism to transform drill outcomes into daily safety management standards; third, by deepening safety awareness education through practical training and other means, shifting safety awareness from "passive acceptance" to "active practice." These efforts aim to fully tighten the "safety valve" of maritime safety in the jurisdiction during the Mid-Autumn Festival, National Day, and beyond, providing solid guarantees for the safe celebration of the holidays and the stable operation of the shipping economy.
