"Silk Road E-commerce" is a major measure for China to deepen the "Belt and Road" co-construction and co-sharing, and it is also a major opportunity for Shanghai to enhance its energy level of the "five centers". On October 17, the State Council approved the construction of the "Silk Road E-commerce" Cooperation Pilot Zone in Shanghai, and clarified the creation of a central functional area in the special customs supervision area of the China (Shanghai) Pilot Free Trade Zone. This is another important task entrusted by the state to Shanghai Pudong. Pudong will give full play to its advantages in institutional innovation, business agglomeration, and comprehensive services, build a high-quality central functional area, and build a "four districts and one fortress" of "Silk Road E-commerce", that is, an international e-commerce rule practice area, an international trade innovation zone, a comprehensive service demonstration zone, an international talent gathering area, and a two-way investment bridgehead.

Eight key platforms, including Guolian Co., Alibaba International Digital Group, Pinduoduo and JD.com, signed a partnership agreement with the Pudong New Area Commission of Commerce and the Shanghai Pilot Free Trade Zone Bonded Zone Administration to jointly help Pudong New Area promote the construction of the "Silk Road E-commerce" Cooperation Pilot Zone with high quality.

Based on the industrial advantages of the Duoduo e-commerce platform and the resource advantages of countries along the Belt and Road, Guolian has actively explored cross-border business along the Belt and Road lines in recent years. At present, it is carrying out cross-border layout and expansion in Southeast Asia, South Asia, Central Asia, Central and Eastern Europe, Africa and other related countries and regions.
