For my country's nitrogen fertilizer and methanol industries, in order to promote the high-quality development of the industry, it is necessary to unswervingly implement the new development concepts of innovation, coordination, greenness, openness, and sharing, and concentrate energy and solidly do the five key tasks.

Keeping close to the main line of supply-side structural reform, focus on promoting industrial transformation and upgrading

Wang Liqing believes that the focus of the transformation and upgrading of the nitrogen fertilizer industry during the "14th Five-Year Plan" is to maintain the results of the "13th Five-Year Plan" structural adjustment, expand effective supply, and improve supply quality. One is strict total control. According to the relevant requirements of safety, environmental protection, energy consumption, industrial policy and other related requirements, we will do a good job in total control and appropriate development, avoid blind investment and low-level repeated construction, guide the orderly exit of backward production capacity, and continue to strictly control the construction of new urea production capacity. The second is to promote inventory optimization. It is necessary to use advanced production, environmental protection, and energy-saving applicable technologies and equipment to promote the upgrading and transformation of existing production capacity, to optimize and refine the incremental production capacity, and to encourage the replacement of superior urea production capacity across provinces and regions. The third is to implement the strategy of strengthening the chain and supplementing the chain. We will implement the requirements for fertilizer reduction and efficiency enhancement and green development of agriculture, develop and promote high-efficiency new fertilizers and liquid fertilizers, and increase the utilization rate of chemical fertilizers. At the same time, relying on the advantages of coal chemical industry, it is making a fuss on extending and expanding the carbon-chemical industry chain, creating chemical poly-generation sectors with different characteristics, and realizing the differentiated development of multiple paths and different structures.

Implement the development strategy of technological innovation and continuously improve the core competitiveness of the industry

Wang Liqing pointed out that it is necessary to highlight the core position of innovation, give full play to the strategic supporting role of scientific and technological innovation, and cultivate new driving forces for the nitrogen fertilizer and methanol industries. The first is to fight a battle for key core technologies, achieve major breakthroughs in key core areas, and do a good job in technological breakthroughs in the application of super-large coal gasifiers, new catalysts, CO₂ resource utilization, and methanol clean fuel applications. The second is to comprehensively improve the innovation capabilities of industries and enterprises, vigorously promote collaborative innovation, do a solid job in the transformation of technological achievements, do a good job in the integration of enterprises and universities, establish a collaborative innovation network of "production, study, research and use", and promote the construction of enterprise innovation platforms. The third is to use digital applications to improve the level of industry development and safety management. Use 5G and big data technology to promote the deep integration of industrial Internet, big data, artificial intelligence and industry, and realize the digital application of the industry and the improvement of production efficiency from the aspects of research and development, production, sales, and safety management. The fourth is to make good use of the scientific and technological rewards of the nitrogen fertilizer industry to lead the industry. Organize the application of science and technology awards, improve the authority and influence of science and technology awards in the nitrogen fertilizer industry, and do a good job in the promotion of science and technology awards and achievements. The fifth is to build a complete group standard system to provide a guarantee for leading the development of the industry. Give full play to the role of the League Standards Committee, formulate a batch of industry-leading group standards that are urgently needed by the industry, regulate the healthy development of the nitrogen fertilizer and methanol industries during the 14th Five-Year Plan period, and comprehensively improve the competitiveness of the industry.

Practicing the green development strategy and striving to improve the low-carbon development level of the industry

Wang Liqing said that the "Fourteenth Five-Year Plan" clearly stated that "Improve the dual control system of total energy consumption and intensity, and focus on the control of fossil energy consumption. The implementation is based on carbon intensity control and supplemented by total carbon emission control. The system supports qualified localities, key industries, and key enterprises to take the lead in reaching the peak carbon emissions.” The nitrogen fertilizer and methanol industries, which are dominated by coal chemical industry, are major carbon emitters, with annual carbon dioxide emissions of nearly 400 million tons, and the task of low-carbon development is arduous and urgent. First of all, continue to do a good job in energy conservation and efficiency improvement. During the "14th Five-Year Plan" period, coal will remain the main source of energy in my country and the main raw material for the production of nitrogen fertilizer and methanol. The industry must actively develop and promote energy-saving, clean and environmentally-friendly new technologies, new processes and new equipment, and make full use of digital, Intelligent means realize equal emphasis on source control, process cleaning and end treatment, and reduce the industry's emission level. Meet the new needs of modern agricultural development, and strive to improve the quality of agrochemical services

Wang Liqing pointed out that during the "14th Five-Year Plan" period, the nitrogen fertilizer industry must actively adapt to the new situation of agricultural planting structure adjustment, production and operation changes, and strengthening of ecological constraints, actively embrace the agricultural and rural markets, and accelerate the reform of the fertilizer marketing system. The first is to shift from a pure production type to a production service type. In response to the new changes in the diversified, precise and efficient use of fertilizers in modern agriculture, we will improve the level of agrochemical technical services, strengthen the full technical guidance for farmers in the selection and application of fertilizers, promote the use of green and efficient new fertilizers, reduce the cost of fertilizers, and increase the use of fertilizers. For fertilizer efficiency, enterprises with conditions can set foot in the construction of the entire agricultural industry chain. The second is to actively promote the "agricultural digitalization" process. Strengthen the application of information technology, use the "Internet + agricultural materials", "Internet + agricultural technology services" and other models to carry out marketing and promotion services, and accelerate the construction of a comprehensive, comprehensive, convenient and efficient agrochemical service system with low cost, high quality and efficiency A modern circulation system for agricultural materials that integrates high-end, online and offline. Speed up the pace of "going out" and actively build a domestic and foreign dual-cycle system

Wang Liqing believes that my country's nitrogen fertilizer and methanol industries should make full use of the domestic and international "two resources and two markets", based on the domestic and global perspective. First of all, it is necessary to strengthen cooperation and exchanges with multinational companies, IFA, MI and other relevant international organizations in the fields of new fertilizer varieties, methanol clean fuel, etc., to keep abreast of international market information, and to learn advanced technology, development experience and practices of foreign counterparts. Second, it is necessary to improve the competitiveness and voice of the international market. Increase the export of high value-added products such as new fertilizers, nitro-fertilizers, and vehicle urea; improve the export coordination mechanism, abide by international trade rules, and actively safeguard the interests of the industry. Third, it is necessary to promote the integration of enterprises into the global industrial chain supply chain, realize the effective export of trade, investment and technical equipment, and improve the ability and level of transnational operations.
