Hunan is developing a comprehensive transportation corridor network consisting of “three vertical and five horizontal” routes.
On April 12, the Hunan Provincial Government officially issued the "Outline of the 15th Five-Year Plan for National Economic and Social Development of Hunan Province" (referred to as the "Outline"), which outlines the "construction blueprint" for Hunan's economic and social development during the 15th Five-Year Plan period from multiple aspects, including several areas related to transportation. Over the next five years, Hunan will use the "three vertical and five horizontal" comprehensive transportation corridors as the main framework, supported by a multi-level three-dimensional transportation network, to improve the modern comprehensive transportation system.
According to the "Outline," Hunan will accelerate the construction of comprehensive transportation corridors, deeply integrate into the main framework layout of the national comprehensive three-dimensional transportation network, further enhance the connectivity and external linkage capabilities of backbone corridors, connect the Huainan and Xiamen-Chongqing corridors, expand the Beijing-Hong Kong-Macao and Shanghai-Kunming corridors, enhance the Jiaozuo-Liuzhou and Xianggui corridors, improve the Hangzhou-Ruili and Xiamen-Chengdu corridors, and increase accessibility to economic regions such as Guangdong-Hong Kong-Macao, the Yangtze River Delta, Beijing-Tianjin-Hebei, the Chengdu-Chongqing twin-city economic circle, as well as Guanzhong, Qianzhong, Beibu Gulf, and Haixi regions. The international functions of Changsha Airport targeting specific regions will be enhanced, domestic flight routes will be increased, and an external air corridor covering the entire country and radiating globally will be formed.
During the 15th Five-Year Plan period, Hunan will improve the multi-level three-dimensional transportation network, following the principles of "priority for network formation, priority for filling gaps, priority for efficiency, and priority for connecting main lines." It will coordinate incremental construction and stock updates, as well as the construction of "rail, road, water, and air" systems, to build a developed rapid network, a complete trunk network, and an extensive basic network. Over the next five years, Hunan will strengthen the capacity of congested sections of existing railways, expand the coverage of conventional railways, and promote the construction of dedicated railway lines to ports, industrial parks, and mining areas based on local conditions. It will advance the expansion, networking, densification, and smooth connectivity of expressways, achieving high-quality "county-to-county expressway access" in principle, and implement a new round of rural road improvement actions. The construction of high-grade waterways for "one river, one lake, and four waters" will be accelerated, and a port system of "one hub, multiple key points, and extensive extensions" will be basically established. A civil aviation transportation airport system of "one hub, two main airports, and eight branch airports" will be completed.
In terms of expanding international trade channels, Hunan will continue to build a "three-dimensional maritime" international trade channel. "To the north," it will connect with the New Eurasian Land Bridge and build the China-Europe (Asia) Railway Express (Changsha) assembly center with high quality. "To the west," it will accelerate integration into the New Western Land-Sea Corridor and construct the Huaihua International Land Port to high standards. "To the south," it will connect with the Guangdong-Hong Kong-Macao and Hainan port clusters, expanding the Hunan-Guangdong-Africa rail-sea intermodal transport. "To the east," it will connect with ports along the Yangtze River and the Yangtze River Delta port cluster, enhancing the river-sea intermodal transport function of Chenglingji Port. "Upward," it will broaden air corridors and vigorously expand international passenger and cargo flight routes.
